Turkish Citizenship by Investment: A 2026 Legal Guide for UK Citizens

Turkish citizenship by investment has become one of the best-known “second passport” routes in the world, and British buyers in Bodrum, Fethiye, Antalya and Istanbul often ask us whether their purchase could lead to a Turkish passport. The short answer is yes: Turkish citizenship by investment is open to British nationals, provided the investment meets the official threshold, is structured correctly from the first payment and is held for at least three years. The longer answer is that small procedural mistakes — paying in the wrong way, relying on the wrong valuation or buying an unsuitable property — can make an otherwise expensive investment ineligible.

This guide explains how Turkish citizenship by investment works in 2026 for UK citizens and UK residents: the qualifying routes and thresholds, the property route step by step, the documents involved, family members, dual nationality, tax points on both sides and the risks we see most often in practice.

What Is Turkish Citizenship by Investment?

Turkish citizenship by investment is a form of “exceptional” citizenship under the Turkish Citizenship Law (Law No. 5901) and its implementing regulation. Instead of the usual route — five years of continuous legal residence, language skills and integration — a foreign national who makes a qualifying investment may apply for citizenship, which is granted by presidential decision after security and document checks.

The programme was opened in its current form in 2018, and the property threshold was raised from USD 250,000 to USD 400,000 in 2022. Since then the core thresholds for Turkish citizenship by investment have remained the same, although the authorities have tightened valuation, payment and documentation rules several times. You do not need to live in Turkey before applying, speak Turkish or give up your British passport.

Who usually considers this route?

  • British buyers who already plan to purchase a high-value home or holiday property in Turkey.
  • Entrepreneurs who want a long-term base for business in Turkey and the wider region.
  • Families who want the right to live, work and study in Turkey without renewing residence permits.
  • Investors looking at Turkish bank deposits, government bonds or regulated funds.

Turkish Citizenship by Investment Routes and Thresholds

There are several ways to qualify for Turkish citizenship by investment. Property purchase is by far the most popular with UK applicants, but the other routes can suit investors who do not want to buy real estate. Each investment generally has to be maintained for at least three years.

RouteMinimum amountSupervising authority (in general terms)
Real estate purchase (with a three-year no-sale annotation on the title deed)USD 400,000 or equivalentLand registry (Tapu) and Ministry of Environment, Urbanisation and Climate Change
Fixed capital investment in a businessUSD 500,000 or equivalentMinistry of Industry and Technology
Deposit held in a Turkish bankUSD 500,000 or equivalentBanking Regulation and Supervision Agency (BDDK)
Turkish government debt instrumentsUSD 500,000 or equivalentMinistry of Treasury and Finance
Real estate investment fund or venture capital fund sharesUSD 500,000 or equivalentCapital Markets Board (SPK)
Creating jobsEmployment of at least 50 peopleMinistry of Labour and Social Security

The thresholds are expressed in US dollars, but the investment is normally made in foreign currency or in Turkish lira converted from foreign currency through a Turkish bank. Because the lira moves quickly, the dollar equivalent on the relevant date is what matters, not the price you agreed months earlier.

The Property Route Step by Step

For most British investors, Turkish citizenship by investment means buying one or more properties worth at least USD 400,000. In practice the process looks like this:

  1. Obtain a Turkish tax number and open a Turkish bank account. Our guide on getting a Turkish tax number as a UK citizen explains this first step.
  2. Carry out legal due diligence on the property: title, mortgages, liens, zoning, building licence, occupancy permit (iskan) and whether the property is in an area where foreigners can buy.
  3. Commission a licensed valuation report. An appraiser authorised by the Capital Markets Board must confirm that the property’s value meets the threshold. The valuation, not only the agreed price, has to reach USD 400,000.
  4. Pay through the banking system and obtain the foreign-currency conversion record (commonly called the DAB, döviz alım belgesi) showing that foreign currency was sold to a Turkish bank for the purchase.
  5. Complete the title deed transfer at the land registry, with a three-year no-sale annotation (şerh) recorded on the deed.
  6. Obtain the certificate of conformity (uygunluk belgesi) confirming that the investment meets the Turkish citizenship by investment criteria.
  7. Apply for a residence permit on the basis of the investment and then file the citizenship application with the supporting documents and biometrics.

Off-plan and multiple properties

Off-plan property can qualify if a notarised sales contract is signed, the required amount is paid and the restriction is registered. Combining several properties to reach the threshold has been possible in some circumstances, but the rules on how each valuation and payment is assessed have been applied strictly and have changed over time. Treat any seller’s assurance that “two flats will be fine” with caution until the structure has been checked.

Valuation rules are moving

Market reports in autumn 2026 describe further changes to the valuation process for Turkish citizenship by investment purchases, including how appraisal firms are chosen and how purchases from real estate investment trusts are valued. Official guidance on the detail was not fully published at the time of writing, so we check the current land registry practice on every file before a buyer commits funds.

Documents for Turkish Citizenship by Investment

The exact list depends on the route and your family situation, but UK applicants for Turkish citizenship by investment should expect to prepare the following:

IdentityValid passport, passport-style photographs and the Turkish residence permit issued on the basis of the investment.
Civil statusFull birth certificate and, where relevant, marriage certificate — apostilled in the UK and translated into Turkish by a sworn translator.
Investment proofTitle deed, valuation report, bank transfer records, currency conversion record and the certificate of conformity.
Family linksBirth certificates for children under 18 and, for a child from a previous relationship, consent or custody documents.

UK documents need an apostille from the Foreign, Commonwealth & Development Office (FCDO) Legalisation Office before they can be used in Turkey. Names must be spelled consistently across all documents; even a missing middle name can cause a delay.

Family Members and Dual Nationality

Who is included?

A single Turkish citizenship by investment application can cover the main applicant, their spouse and their children under 18. Adult children over 18 are generally not included unless they are dependent because of a disability. Parents and siblings are not included in the citizenship application, although they may be able to apply separately for residence permits.

Can I keep my British passport?

Yes. Turkey permits dual citizenship, and UK law also allows British citizens to hold another nationality. Acquiring Turkish citizenship by investment does not by itself affect your British citizenship. However, when you are in Turkey as a Turkish citizen, the Turkish authorities will treat you as Turkish, which can limit the consular help the British Embassy is able to give. The UK government explains this in its guidance on dual citizenship.

Obligations of citizenship

Turkish citizenship brings obligations as well as rights. Male citizens may have military service obligations depending on age and circumstances, and you will need to register life events such as marriages and births with the Turkish civil registry. These points deserve specific advice before you apply, especially for families with sons approaching adulthood.

Costs, Timescales and Tax Considerations

Typical costs on top of the investment

Cost itemWhat to expect
Title deed feeUsually 4% of the declared value, traditionally shared between buyer and seller, though contracts often place it on the buyer
VAT on new-build propertyDepends on the property; certain exemptions for foreign buyers have existed but have been narrowed, so check the current position
Valuation reportCharged by the licensed appraisal firm
Translation, notary and apostillePer document and per family member
Legal feesAgreed in advance; ask for a written scope

How long does it take?

Once the investment is complete and documents are ready, a Turkish citizenship by investment file typically takes several months to around a year, depending on security checks and workload. Delays usually come from document problems — inconsistent names, missing apostilles or a valuation issue — rather than the investment itself.

Tax points for UK residents

Obtaining Turkish citizenship by investment does not change your UK tax residence. If you remain UK resident, HMRC will still be interested in rental income or gains from your Turkish property, and Turkish tax may also be due on rental income in Turkey. The UK–Turkey double taxation agreement helps prevent the same income being taxed twice. Inheritance planning is also relevant: Turkish property passes under Turkish rules, which we cover in our article on Turkish property inheritance tax for UK residents.

Common Mistakes with Turkish Citizenship by Investment

Paying outside the systemCash payments, transfers to a developer’s personal account or missing currency conversion records can make the purchase ineligible.
Valuation below the thresholdA sale price of USD 400,000 is not enough if the licensed valuation comes in lower.
Unsuitable propertyProperties without proper title, in restricted zones or previously used for another citizenship application may cause problems.
Selling too earlySelling within three years can lead to the loss of eligibility, and misrepresentations can lead to revocation.

Turkey has also become stricter about abuse of the programme. Reports in 2026 indicate that the authorities revoked large numbers of citizenships granted through investment where fraud was found, which shows how important it is to keep any Turkish citizenship by investment genuine and the paperwork accurate. Is Turkish Citizenship by Investment Right for You?

For UK citizens, the main benefits of Turkish citizenship by investment are the right to live, work and study in Turkey without renewing permits, the ability to own property and run a business as a citizen, and a passport for the whole family. Against that, you have a large sum committed for at least three years, currency risk, a property market that can be volatile, and ongoing obligations as a citizen. If your main goal is simply to spend long periods in Turkey, a Turkish residence permit may be a cheaper and more flexible option.

A sensible approach is to decide on your goal first — residence, citizenship or investment return — and then choose the property or financial product, rather than the other way round. Official information is available from the General Directorate of Civil Registration and Citizenship (NVİ), the Land Registry and Cadastre (TKGM) and the FCDO travel advice for Turkey.

Turkish Citizenship by Investment FAQ

How much do I need to invest for Turkish citizenship?

The property route requires real estate worth at least USD 400,000, confirmed by a licensed valuation. Bank deposits, government bonds, fixed capital and qualifying fund investments require at least USD 500,000, and the employment route requires creating jobs for at least 50 people.

How long must I keep the property?

The property must be held for at least three years, and a no-sale annotation is recorded on the title deed for that period.

Can British citizens apply for Turkish citizenship by investment?

Yes. UK nationals can apply, and both Turkey and the UK allow dual citizenship, so you do not have to give up your British passport.

Do I need to live in Turkey before applying?

No. There is no minimum residence period for this route, although you will obtain a residence permit based on the investment and must attend in person for certain steps such as biometrics.

Can my family be included in the application?

Your spouse and children under 18 can usually be included in the same application. Parents and adult children are generally not included, but they may qualify for residence permits.

Can I buy more than one property to reach USD 400,000?

Combining properties has been possible in some cases, but the valuation and payment rules are applied strictly and have changed over time, so the structure should be checked by a lawyer before you pay.

How long does the citizenship process take?

After the investment and documents are complete, the application typically takes several months to around a year, depending on security checks and document quality.

Does Turkish citizenship change my UK tax position?

No. Your UK tax residence depends on UK rules, not your nationality. Rental income and gains from Turkish property may be taxable in both countries, with relief available under the UK–Turkey double taxation agreement.

Can Turkish citizenship by investment be revoked?

Yes. Citizenship can be revoked where the investment was not genuine, documents were false or the conditions were not met, and the Turkish authorities have taken action against fraudulent cases.
